Data Center Services Overview

Victory Technology Center was designed and built to the highest specifications established by the Uptime Institute and the TIA-942 Standard.  In 2012, an independent Tier Level Assessment rated all critical infrastructure components as Tier IV, including:

  • Site selection

Monitoring & Response

Licensed Facilities Engineers are staffed onsite 24x7x365. A member of the skilled team rounds each shift to physically verify all equipment. All equipment is serviced regularly through an extensive preventative maintenance program. The expert team utilizes a user-defined Building Management System (BMS) that current controls and monitors over 25,000 points throughout the critical systems. The team receives automated alerts from the system, and has the ability to control, monitor, and adjust the system from their mobile devices for rapid response. The advanced system also performs trend logging and capacity analytics.

Mechanical Distribution

VTC has an N+1 chiller design with redundant, diverse chilled water lines. No water lines run overhead of any data center suites. All lines are welded and encased in containment piping with leak detection and electronic valving. Data Center Suite I was constructed in 2010 with a hybrid cooling design using traditional CRAC units and soft cold-aisle containment. Data Center Suite II employs a state-of-the-art source cooling system. All deployed mechanical equipment is rated high-efficiency to provide overall optimization of the cooling infrastructure.

Electrical Distribution

Upon construction, new incoming electrical systems were installed – from the switch gear to the cabinet delivery. Victory Tech Center has an N+1 utility power distribution with dual 23 kVA feeds from separate incoming utility grids (5 MW). The site is designated for priority utility restoration (“last off, first on”). A certified, single-point grounding system extends from each individual cabinet through the switchgear.

Emergency Power

The emergency power systems are designed to the highest levels of redundancy. An N+1 diesel generator configuration is employed as well as an N+1 UPS configuration. To supplement the generator’s standard day tanks, an onsite underground fuel storage is carefully inspected, monitored, and filtered. The site is designated for priority diesel delivery with a 4-hour response time.

Physical Security

NYS-licensed, Security Guards are staffed onsite 24x7x365. Guards round each shift in varying paths at varying times. Campus-wide, recorded CCTV surveillance system is monitored 24x7x365 are various stations. The professional team receives and responds to alerts and alarms from the access control systems. All visitors must sign-in and sign-out at the Security Desk. Activity and visitor logs are maintained for audit purposes. 

Electronic Security

Access to data center suites is restricted and requires two-factor authentication. A man-trap device at the entry to the corridor prevents tailgating/piggybacking. All Facilities areas with critical systems or equipment are secured with access control. The campus-wide, recorded CCTV surveillance system has over 100 cameras.

Fire Detection & Suppression

Fire detection is zoned and uses an advanced graphical interface for device management – allowing isolation down to a single device. The system is tested and inspected quarterly. Primary fire suppression system in the data center is clean agent. A secondary preaction system is pressurized with nitrogen to prohibit growth of flora/fauna, and to eliminate the risk of corrosion.

Telecommunications

Telecom and connectivity services are delivered on redundant, diverse backbone pathways with armored fiberfrom two diverse carrier rooms over 300 feet apart. Multiple onsite access providers offer redundant and diverse incoming services. Transport access to Tier I providers at the regional carrier hub can be provided.
