Data Center Overview

Victory Tech Center was designed and built to the highest levels of data center specifications as established by the Uptime Institute and the TIA-942 Standard. Our HIPAA-compliant, SOC II-certified site offers great benefits for organizations with sophisticated data center needs. Victory Tech Center’s critical infrastructure components were rated Tier IV by an independently performed Tier Level Assessment. Design and construction of the site was led by an expert data center professional.

Monitoring & Response

Victory Tech Center has the advantage of onsite, licensed Facilities Engineers 24x7x365. A member of the skilled team rounds each shift to physically verify all equipment. All equipment is serviced regularly as part of a thorough preventative maintenance program. The expert team utilizes a user-defined Building Management System (BMS) that current controls and monitors over 14,000 points through our critical systems. The team receives automated e-mail and text message alerts from the system, and can control, monitor, and adjust the system from their mobile devices for rapid response. The advanced system also performs trend logging and capacity analytics. The team is led by our Director of Facilities & Plant Engineering.
Mechanical Systems

Mechanical Distribution

VTC has an N+1 chiller design with redundant, diverse chilled water lines. All water lines were configured not to run overhead of any data center suites. All lines are welded, and are encased in containment piping with leak detection and electronic valving. Data Center Suite I was constructed in 2010 with a hybrid cooling design using traditional CRAC units and soft cold-aisle containment. Data Center Suite II employs a state-of-the-art source cooling system. All deployed mechanical equipment from the HVAC plant to the colocation suites is rated high-efficiency to provide overall optimization of the infrastructure.
Electrical Systems

Electrical Distribution

Upon construction in 2010, all incoming electrical systems and equipment were upgraded and replaced – from the switch gear to the cabinet delivery. Victory Tech Center has an N+1 utility power distribution via dual incoming 23 kVA feeds from separate utility grids (5 MW). With 24x7x365 healthcare services provided on the campus, the site is designated for priority utility restoration (“last off, first on”). Our single-point grounding system, extending from each individual cabinet through the switch gear, was certified by Panduit Professional Services. While VTC does deploy a standard cabinet power design, our advanced electrical distribution system can support any custom, electrical distribution upon review and request.
Emergency Power Systems

Emergency Power

Our emergency power have been designed to the highest levels of redundancy. At VTC, we have an N+1 diesel generator configuration as well as an N+1 UPS configuration. To supplement the generator’s standard day tanks, we have onsite underground fuel storage that is carefully inspected, monitored, and filtered. Additionally, we are designated for priority diesel delivery with a 4-hour response time. All system capacities are carefully monitored. Based on capacity, VTC has identified and prepared locations for addition emergency power systems as needed.
Security Systems

Physical Security

Our campus is supported by onsite, NYS-licensed, Security Guards 24x7x365. The onsite guards round each shift in varying paths at varying times. The Security Team also monitors the campus-wide, recorded CCTV surveillance system  24x7x365. The professional team also receives and responds to alerts and alarms received from VTC access control systems. All visitors must sign-in and sign-out at the Security Desk. Security maintains activity and visitor logs for audit purposes.    

Electronic Security

Access to all data center suites is restricted and requires two-factor authentication. A man-trap device at the entry to the data center suites’ corridor prevents tailgating/piggybacking. All HVAC areas with critical systems or equipment are secured with access control. Currently, the campus-wide, recorded CCTV surveillance system has over 75 cameras. In Data Center Suite I, cabinets are unlocked using a combination lock set by each client. In Data Center Suite II, cabinets are equipped with an advanced biometric access control system in lieu of a key control system.
Fire Detection & Suppression Systems

Fire Detection & Suppression

The facility fire detection is multi-zoned and uses an advanced graphical interface for device management – allowing our team to isolate down to a single head. The system is tested and inspected quarterly. VTC’s primary fire suppression system in the data center is clean agent. VTC has a secondary preaction system that is pressurized with nitrogen to prohibit growth of flora/fauna. This eliminates the risk of corrosion.
Telecommunications Systems


VTC delivers telecom and connectivity services on redundant, diverse backbone pathways with armored fiber. Our two diverse carrier rooms are over 300 feet apart. Services delivered to the rooms are delivered diversely from both aerial and underground paths. We have multiple access providers onsite with redundant and diverse incoming services. For any providers not onsite, VTC can provide access to Tier I providers at the regional carrier hub. ISP services are also available upon request. Telecom systems and connectivity delivery are designed and managed by our Network Engineer.

Disaster Recovery Advantages

Designed with several advantageous safeguards in place, VTC can operate at full-function through any disaster. These safeguards include: priority power restoration, priority telecommunications restoration, generators and UPS units that are regularly tested, onsite diesel fuel storage in an underground tank, and priority diesel delivery (4 hour response). VTC is also covered by its parent company’s Emergency Operations and Business Continuity Plans. The team is classified as essential personnel with emergency travel authorization – exempting them from travel bans and weather advisories.
